INFRASTRUCTURE DEVELOPMENT AND MANAGEMENT

The Department is headed by a Director who is assisted by two Deputy Directors. One who is responsible for Networking and the other one responsible for Systems.  The department is responsible for the development, management and maintenance of central government ICT infrastructure e.g. PFMS Network. It is also responsible for the development of supportive and enabling communications infrastructure to ensure equitable access to ICTs by all citizens including disadvantaged groups and rural communities. One other important responsibility of the department is to develop ICT access channels e.g. information kiosks and community information centers for the less privileged members of society to have access to developmental information. Promotes and Support research, development and manufacture of ICT products and services as well as establishment of linkages with ICT research institutions nationally, regionally and internationally.

 

Functions

  1. Develop, manage and maintain central government ICT infrastructure, for example, PFMS Network;

  8. Facilitate the establishment of a vibrant ICT sector in the country.

ICT APPLICATIONS DEVELOPMENT AND MANAGEMENT DEPARTMENT

The Department is headed by a Director who is assisted by two Deputy Directors. One who is responsible for ICT Development & Consultancy and Business Applications Support. It is the responsibility of the department to coordinate, advise, monitor and provide technical support services on all ICT activities in government, i.e. systems requirements analysis, evaluation of tenders, ICT acceptance testing, contract negotiations, project management and implementation. The department also provides a central computer processing facility to government ministries and departments as well as develop and maintain software systems for the government and ensure strict adherence to ICT security requirements. They also conduct research and advise the government on technological developments relating to ICTs to enhance service

Functions

  1. Coordinate, advise, monitor and provide technical support services on all ICT activities in government, that is, systems requirements analysis, evaluation of tenders, ICT acceptance testing, contract negotiations, project management and implementation;

  3. Spearhead the Iimplementation of the Presidential e-Learning programme in schools;
  4. Develop and maintain ICT standards to guide the use of ICTs;

  7. Conduct research and advise the government on technological developments relating to ICTs to enhance service quality.

ICT SECURITY

The ICT Security unit is led by a Deputy Director. The unit conducts periodic awareness and training on information security policies, standards and procedures. They also monitor in collaboration with other security services, Cyber Security threats and respond to incidents that threaten the ICT systems which compromise social and economic interests. They also Foster co-operation between the public and private sectors in safeguarding the national critical infrastructure.

Functions

  1. Formulate, evaluate and review policies, regulations and guidelines for the security of Information Communication Technology (ICT)systems, networks and related infrastructure;
  2. Manage the design, installation, configuration and upgrading of information communication technology security systems for Line Ministries and Departments;
  3. Ensure the security of Information Communication Technology systems, networks and infrastructure by coordinating the implementation of security standards procedures and internet protocol security measures;
  4. Contribute to Information Communication Technology disaster recovery for line ministries and government departments by ensuring the integrity of the Information Communication Technology back-up systems;
  5. Monitor in collaboration with other security services, Cyber Security threats and respond to incidents that threaten the ICT systems which compromise social and economic interests;
  6. Conduct periodic awareness and training on information security policies, standards and procedures;
  7. Foster co-operation between the public and private sectors in safeguarding the national critical infrastructure;
  8. Establish international linkages with other regional and international bodies on information security, for example the SADC regional Computer Incidence Response Team;
  9. Participate in the development of the budgets, and funding strategies for Information Communication Technology security systems and facilities;
  10. Liaise with sub-contractors, service providers, client Ministries, Government Departments and other stakeholders on Information Communication Technology risk management measures;
  11. Prepare for the Department’s participation in National and international fora on Information Communication Technology security administration;

The Finance, Administration, and Human Resources Department in the Ministry of ICT, PCS is responsible for managing the financial, administrative, and human resource functions within the Ministry. The department also handles administrative functions such as resources management, logistics, and general operations to support the smooth functioning of the ministry.
