INFRASTRUCTURE DEVELOPMENT AND MANAGEMENT
The Department is headed by a Director who is assisted by two Deputy Directors. One who is responsible for Networking and the other one responsible for Systems. The department is responsible for the development, management and maintenance of central government ICT infrastructure e.g. PFMS Network. It is also responsible for the development of supportive and enabling communications infrastructure to ensure equitable access to ICTs by all citizens including disadvantaged groups and rural communities. One other important responsibility of the department is to develop ICT access channels e.g. information kiosks and community information centers for the less privileged members of society to have access to developmental information. Promotes and Support research, development and manufacture of ICT products and services as well as establishment of linkages with ICT research institutions nationally, regionally and internationally.
Functions
- Develop, manage and maintain central government ICT infrastructure, for example, PFMS Network;

DIRECTOR INFRASTRUCTURE DEVELOPMENT AND MANAGEMENT
The systems section in the Ministry of ICT is responsible for managing and maintaining the National Data Centre and ICT systems that support the Ministry’s operations. This includes overseeing the configuration, and administration, of hardware, software, and network infrastructure. The systems section is also involved in monitoring system performance, troubleshooting technical issues, and implementing upgrades to ensure the reliability and efficiency of the Ministry’s network environment.
The Networks section in the Ministry of ICT is responsible for planning, designing, and implementing the physical and digital infrastructure needed to support the ministry’s technological initiatives. This includes overseeing the development of telecommunications networks, and other critical infrastructure to ensure the reliable and secure operation of ICT systems. The department also plays a key role in expanding broadband connectivity, improving digital access, and enhancing the overall ICT infrastructure to MDAs and stakeholders across the country.

ICT APPLICATIONS DEVELOPMENT AND MANAGEMENT DEPARTMENT
The Department is headed by a Director who is assisted by two Deputy Directors. One who is responsible for ICT Development & Consultancy and Business Applications Support. It is the responsibility of the department to coordinate, advise, monitor and provide technical support services on all ICT activities in government, i.e. systems requirements analysis, evaluation of tenders, ICT acceptance testing, contract negotiations, project management and implementation. The department also provides a central computer processing facility to government ministries and departments as well as develop and maintain software systems for the government and ensure strict adherence to ICT security requirements. They also conduct research and advise the government on technological developments relating to ICTs to enhance service
Functions
- Coordinate, advise, monitor and provide technical support services on all ICT activities in government, that is, systems requirements analysis, evaluation of tenders, ICT acceptance testing, contract negotiations, project management and implementation;

- Spearhead the Iimplementation of the Presidential e-Learning programme in schools;

- Conduct research and advise the government on technological developments relating to ICTs to enhance service quality.

The Applications Development department in the Ministry of ICT is responsible for overseeing the design, development, and maintenance of software applications and systems that support the Ministry’s and its stakeholders’, operations and services. This includes creating custom applications to meet the specific needs of the MDAs, as well as ensuring the security, efficiency, and user-friendliness of existing applications. The department also focuses on integrating different systems and databases to improve data sharing and accessibility within the public sector’s ecosystem
The business solutions section in the Ministry of ICT also includes providing training and support for the implementation and use of technology-based solutions. This involves developing and delivering training programs, workshops, and resources to educate ministry staff and stakeholders. The training initiatives aim to ensure that users have the necessary skills and knowledge to maximize the benefits of the implemented solutions, improve their proficiency in using technology tools, and adapt to new digital workflows.

ICT SECURITY
The ICT Security unit is led by a Deputy Director. The unit conducts periodic awareness and training on information security policies, standards and procedures. They also monitor in collaboration with other security services, Cyber Security threats and respond to incidents that threaten the ICT systems which compromise social and economic interests. They also Foster co-operation between the public and private sectors in safeguarding the national critical infrastructure.

- Formulate, evaluate and review policies, regulations and guidelines for the security of Information Communication Technology (ICT)systems, networks and related infrastructure;
- Manage the design, installation, configuration and upgrading of information communication technology security systems for Line Ministries and Departments;
- Ensure the security of Information Communication Technology systems, networks and infrastructure by coordinating the implementation of security standards procedures and internet protocol security measures;
- Contribute to Information Communication Technology disaster recovery for line ministries and government departments by ensuring the integrity of the Information Communication Technology back-up systems;
- Monitor in collaboration with other security services, Cyber Security threats and respond to incidents that threaten the ICT systems which compromise social and economic interests;
